What is ICS2?
ICS2 (Import Control System 2) is a new cargo data collection system adopted by the EU to obtain information on goods entering the EU in advance.
The system’s main objective is to strengthen security supervision, enabling customs and other agencies to identify potential risks earlier and take corresponding measures at key links in the supply chain.
Who Does ICS2 Affect?
Direct Impact: Postal service operators; express, air, sea, rail and road transport companies; importers and cargo recipients within the EU.
Indirect Impact: All relevant enterprises and institutions involved in logistics and cargo management.
When Are the Phased Implementation Dates for ICS2?
Phase 1 (March 15, 2021)
Applicable objects: Postal operators and express service providers
Phase 2 (March 1, 2023)
Applicable objects: General air cargo and air express transport
Phase 3 (Implemented in Batches)

What Are the Major Changes Brought by ICS2?
1. New Entry Summary Declaration (ENS) Requirements
All operators must submit more comprehensive and accurate cargo data, including: precise commodity description; 6-digit HS code (customs tariff number); EORI number of consignee within the EU
2. Phased Transition Arrangements
To facilitate enterprise adaptation, ICS2 has set the following buffer periods:
Sea and inland waterway transport: June 3, 2024 - December 4, 2024
Sea transport House Bill business: December 4, 2024 - April 1, 2025
Road and rail transport: April 1, 2025 - September 1, 2025
